Its main objectives are to develop a sustainable economy; to strengthen the governments highest marks - its specialized labor and strategic geographical location-; and to compensate the weaker ones such as high demographic concentration in the northern part of the state.

Baja California has a highly developed transportation infrastructure. The five main cities are linked through a modern 4 lane highway network. The freighter train service connects with the North American network in two points, Mexicali-Calexico and Tijuana-Tecate.

Three international airports in Mexicali, Tijuana and San Felipe offer their service to the large number of passengers and freight that goes through the state.

Its geographical location makes it possible for it to have five marine ports with a large commercial inflow. Ensenada port , on the Pacific Ocean offers access to the products of the pacific basin. While in San Felipe on the California Gulf, the port and airport are exclusively for tourism.

In 2004, Gross Domestic Product in Baja California was 29% tourism, commerce, restaurants and hotel services; 22% other personal, community and social services; 20% manufacture industry; 14% for financial and real-estate services; and 10% transportation and communication industry.

The Mediterranean climate of the northeastern part of the state and the Spanish heritage have made the wine industry the most important in Mexico, as it produces 90% of all Mexican wines.
